SPECIFICATION OF ORDER

 

 

PLEASE NOTE PROSPECTIVE SERVICE PROVIDERS WHO PREVIOUSLY SUBMITTED DO NOT NEED TO SUBMIT AGAIN. THIS IS A RE-ADVERTISEMNET.

 

The Sarah Baartman District Municipality is a category B municipality with seven Local Municipalities.

·         Blue Crane Route Local Municipality

·         Dr Beyer’s Naude Local Municipality

·         Koukamma Local Municipality

·         Kouga Local Municipality

·         Makana Local Municipality

·         Ndlambe Local Municipality

·         Sundays River Valley Local Municipality

 

Under the provisions of section 156(2) of the Constitution of the Republic of South Africa, 1996 the Sarah Baartman District Municipality must develop Community Fire Safety By-Laws according to the relevant legislations. The municipality developed these Community Fire Safety By-Laws in 2009. Quotations are hereby invited from suitably qualified service providers for the review of Sarah Baartman District Municipality’s Community Fire Safety By-Laws.

Scope of Work:

·         Review the Community Fire Safety By-Laws according to relevant legislations.

·         Develop a report on the findings.

·         Assist with promulgation (publication in the provincial gazette)

·         Present a draft report to the municipality’s committee.

·         Make amendments to the report as advised by the committee.

·         Present a final report to municipality for approval.

·         One (1) hard copy and one (1) electronic copy of the report must be submitted.

 

 

Evaluation criteria

The quotes will be evaluated on the 80/20 preferential point system as well as functionality.

Where:   1 = Poor, 2 = Acceptable, 3 = Good, 4 = Very Good, 5 = Excellent 

Important Note: Service Providers who do not score a minimum of 70% on functionality will not be considered for further evaluations.

 

The quotes and supporting documentation will be evaluated using the following criteria:

A)   Experience of Company   

Experience of the company relates to the bidder’s experience in carrying out the projects.  Emphasis will be placed on projects of a similar nature that have clear reference or similar areas and conditions in relation to the scope of work. List of similar projects completed in the past 5 years and reference letters of recent similar projects must be attached. Only South African projects will be considered and traceable references must be provided.

Bidder should briefly describe his or her experience in this regard. 

B)   Experience of Key Personnel

It is essential that the bidder provides suitably qualified personnel to carry out the project. The quote will be evaluated on the qualifications and experience of the nominated personnel. CVs of the individuals with full details to be attached.

General

 

?  Prospective service providers who submit information that is fraudulent, factually untrue, or inaccurate, e.g., membership that does not exist, BEE credentials will be disqualified.

?  Prospective service providers will be disqualified if they are listed in the National Treasury’s Register for Tender Defaulters or Database of Restricted Suppliers.

?  All relevant information must accompany quotation submitted.

?  No late or incomplete quotation will be accepted for consideration.

?  The municipality reserves the right not to accept the lowest or any quotation and no reason for the acceptance or rejection of a quotation will be furnished.

?  Quotations to be valid for 60 days from the closing date.

 

Note: Failure to attach the B-BBEE Status Level Certificate or sworn affidavit will result in the preference points not being awarded.

Formal written price quotations should be submitted in a sealed envelope, clearly marked “QUOTATION NO:09/2020[REVIEW COMMUNITY FIRE SAFETY BY-LAWS]”, which will be placed in the quotation box, 4th Floor, Standard Bank Building, Govan Mbeki Avenue, Port Elizabeth, before 12h00; 22 April 2021.
